The only thing that doesn't work with Sam as Cap is that, to me, it doesn't make sense why he would be the only super soldier. What I mean is, if they manage to get the serum working for Sam, why wouldn't they make a bunch of other soldiers also through this process?

With Bucky, though, he clearly went through a TON of unethical experimentation, while for Steve they never managed to recreate the serum's effects.

So Bucky could feasibly take over while keeping Cap "unique" for lack of a better word (since no one's managed to replicate the results without massive ethical quandaries). But with Sam, I feel like there would be no real explanation for why there wouldn't be multiple soldiers given Cap's powers.
