Most likely because he's a truly awful, contemptible person -- and not even in the cool, sexy, 'yes I'm a wicked villain and I know it' way, but in a petty, smug, spiteful, cowardly, bullying way. I don't know if you're in the One Piece fandom or not, but he's quite possibly the most hated character in the series, and that's among competition that's been responsible for actual genocides. He beats up on chained prisoners, treats his subordinates with scorn and disrespect, considers everyone else disposable for the sake of his own safety or ambition, and is an utter incompetent who nevertheless has great political power at his disposal. Seriously, he's a worm of a man, and nobody likes him, in-universe or in the fandom. So I can see why OP would consider it embarrassing to think he's hot.

Yeah. I watched that arc recently, and seeing this spiteful incompetent asshole blame everybody but himself for his problems and lashing out at Robin whenever she dared try to reason with him, and use his incredibly important job for the most petty and self-serving ends - just *damn*.

And to top it all off, he screws up in such an incredibly stupid way it almost takes work to be that stupid, and when he realizes it he doesn't even *care*; he's already moved to the next step of figuring out how to justify it to himself and his superiors.
