Perhaps it was more because she was a minor character who took on the distinct role of a confidant to Picard?

But so did Deanna Troi act as his confidante, at times. And she was allowed to have a love life (of sorts).

Troi, less useful than Guinan though she admittedly was, was a series regular and Guinan was only a recurring character. There is a huge difference in terms of screentime.

Obviously this isn't the only factor at play, but if she'd been a white milf instead there'd likely be a lot more people supporting the ship.

I think it's partly that she came across as a really alien alien.

Not that either Picard or Guinan were written terribly sexy at the beginning (although they both clearly had pasts). I think that as the lead, Jean-Luc got more chances to dip his toes in the romantic lead pool, while Guinan didn't.

And shipping fandom being heavily female, and Guinan looking like somebody's mom, I'm not surprised that Guinan shipfic is not terribly common.
