Epilating or waxing are going to be more effective than shaving (not sure about them in comparison to depilation creams). Do either of those for long enough and the hair actually starts growing back thinner, finer and sparser as well. Downside's the pain, of course.

If you can afford it, look into laser treatments? That's semi-permanent after the initial 6-8 sessions, though you may want to go once or twice a year to touch up the more stubborn areas.
