I agree that it's not really romantic but I don't think that's fair to Garak and Bashir

Early seasons Bashir, maybe.

I do gotta say that I love Bashir the most out of any Trek character, he's the only one that showed real growth and change throughout the run of their series. Just about all the others mostly left the franchise much the same as when their chracters entered it. Bashir really changed and grew, and he was almost unrecognizable as the wide-eyed clueless n00b who almost fell through an airlock because he was checking out Jadiza's ass and almost got beaten to a pulp for (unintentionally) patronizing Kira. By the end Julian was mature, confident, and a seasoned leader in his own right. Also slightly embittered by the assholes who prevented the Federation living by its own principles.
