Here's a question of perspective... because where you say they are the only one who deserve to put up with each other I see Garak and Bashir actually as the two who are best suited to each other in the situations they are. Bashir needs someone who knows how to keep a secret and admires all the sneaky character traits while Garak needs someone to help him out of the isolation (not because of pity but genuine interest).

But yes.... I'm amused about this secret.
