I wouldn't call it technically cheating. However, if you rely only on Cliffs Notes and don't read the book itself you are missing out. Why? Because you are getting one person's opinion, the person who wrote that version of the Cliffs Notes, on the book rather than the one you would have developed if you had read the book.
