She always loved Henry. It wasn't a new development on her part.

It's a development that she actively tries to do better for him, though. As anon said, her success in the matter is arguable, but it's character development nonetheless.

According to canon, she was incapable of love prior to curse-break.

How? Even before the curse broke she was devastated when Henry ate the apple.

Technically the curse started to break when Emma swung into town and the clock started to move, it was a process not an event.

I really think the writers missed an opportunity here. If they wanted to redeem Regina, they should have showed her figuring out that Emma's kiss would both save Henry and break the curse and encouraging Emma to do it anyway. That one decisive moment of choosing love over revenge would have been the perfect setup for a redemption arc.

Isn't that what she did when she chose to give up Henry to save everyone? A couple of seasons later, but still the same thing.
