It makes sense for the character, since he basically has no agency of his body, and spends a significant amount of screen time in sweat and in pain.

Ohhhh so all this time I thought that Bucky intentionally looked like that as a life choice or something. Maybe he does later, but it still sounds better than grimdark master guy now.

Nah, I mean, if you know anything of the arc - he does have a significant difference in look and dress-style pre-and-post Winter Soldier arc - however, let's just say what he looks like is the last thing on his mind. And the smudgy make-up is camouflage to cover up his identity.
