Making tea properly is predominantly two things: water temperature and leaf quality.

Part of the problem is getting the cheap teas. Most of them are made with tea dust, that leaves a, well, dusty taste in your mouth. Better leaf quality -> better tea. But, I do understand that it's expensive. If you're okay with risking the cost, look for something with bigger leaf pieces, like Harney & Sons.

And, like shortysc22 said, make sure the temperature is right for the kind of tea. Black tea, you pour it over while it's still boiling. Green or herbal-based teas, you want much less hot; I usually wait until I can hold my fingertip in the water for a second. White tea, even lower temperature.

Also, if you don't like bitter flavors, make sure you're not steeping too long, especially with black tea. You might also mix in milk, honey, or vanilla to lessen any plant-y tastes.

But, honestly, if it just tastes like hot leaf juice, you might just not like it. I can't stand beer because it just tastes like hops, no matter how many I try. It just means your tastebuds don't respond positively.
