It depends what they are drawing. If they are just drawing someone's OC"s then they should charge whatever they want. But accepting commissions to draw characters that don't belong to either the artist or commissioner seems wrong.

Only if the creator of those characters cares, which a lot of the time they don't. It's free advertising for them, so why would they want to bring the hammer down?
