yeah, there's nothing to indicate that. race is never really mentioned in the books aside from mentioning that Katniss and many other people from the Seam have olive skin (which isn't really much of an indicator of race since "olive skin" covers a pretty wide range of skin tones of people from various races), Rue has dark skin, and Katniss' sister has light skin
