The only advice I can give on finding a partner is it's probably better to just seek someone out rather than advertise for someone. Figure out how you want the book to go, then start looking for writers in that genre or subject. Once you find someone, ask them if they'd want to collaborate. Or perhaps just look for authors you love. Because hopefully if you like their other writing you'd love what they'd do with your idea OP.
