How is that in itself insulting to his mother? People end up in abusive relationships for all kinds of reasons...

Though I do think it's implied that Winona was probably neglectful on some level, but I also think it's not a surprise that Kirk would be different, growing up with different (possibly abusive) parents, after a relatively traumatic birth. That... just seems logical. It would be weirder to me if he were exactly the same person as in TOS.
