I agree with most of this. But I also realize that if I want something cheaper, then I can just look to another artist who has cheaper prices. So yeah, if the artist in question is complaining that they're not getting enough business because so-and-so artist offers cheaper art than them, then they might need to look at their own prices and adjust them to stay competitive. I don't see anything wrong with asking for a discount (because hey, you don't know if you don't ask) but I also realize that the artist has every right to not give you one.

The problem is that it's rampant that people dont' want to pay artists for their work.

There is literally a tag all about this on Clients from Hell, where people tried to get out of paying or refused to pay the price despite wanting that specific quality. Or tried to haggle more out of someone for no extra cost.
