For future reference, what's the general consensus on proper fic-tagging protocol? I'm aware of AO3's tag wrangling guidelines, but I'm still unsure whether it's better to be representative or exhaustive.

In my opinion, representative is best. If the character or pairing isn't focused on in any way and are just there to provide a non-empty environment, then your fic is not what the people clicking the tag are looking for.

There isn't an official consensus, but I definitely prefer representative myself - I find it really frustrating when I'm looking for good fic about, say, Maria Hill, and she's tagged in seventy five bazillion fics because she shows up in one scene of a 40 chapter epic that's really about Steve and Tony's relationship. Not that I don't like Steve and Tony, or them together, but when I want to read about minor characters...I find the tagging system kind of frustrating. I'd rather just have characters who have an actual role be tagged - if a character is in, say, less than 1/10 of the fic and does not have a significant role, please do not tag them. Maybe 1/5. And if the character doesn't even show up but is just mentioned, seriously, just don't go there. Do not tag that character, I do not even care.
