Are you sure it's not "kuso" you're hearing? Depending on dialects, the first syllable can be extremely clipped, so I can understand how it might sound like "tsa" or "tso" depending on pronunciations.

To answer your question, it's much more "damn" than "fuck", and it's a pretty generic low-grade cuss. PG level.

Well, the show I heard it in most often (as in practically every other sentence) was Kaiji. I think that was "tsa" and not "kuso."

Oh, it's definitely "kuso" then, haha! I know that series well, I know what you're talking about. "Tsa" just isn't a sound that exists in Japanese-- arguably you could use katakana to form it, but it's specifically for foreign words, not something that someone would be shouting in frustration.

It literally means feces, and is an exclamation of frustration so I'd use shit, but a case can be be named for damn.

Subtitlers like to get creative sometimes.
