No it wasn't. The were both gunning after Mako's dick in the first season, I don't really remember the second season, but I'm pretty sure there was nothing there, they were suddenly friends in the third, and barely interacted in the fourth. So uh, what build up?

I suggest you watch Season 2 again if you really don't remember it, before trying to shit on Korrasami again. And if you're going to use quantity of interaction vs quality of interaction to measure a ship, the vast majority of fictional romance gets thrown out the window. Korra may not have interacted with her as much as some other characters, but they still had plenty of interaction, and each interaction came with emotional and character development. That's a hell of a lot more than I can say for other ships in the show, and the franchise.
