(Things may have changed since my time there, of course.)
why was filtering down for so many months a few years back
Because they discovered the filtering code didn't scale for the rapidly increasing number of users. The developers needed time to make the code more efficient for scalability. The AO3 is incredibly popular and growing daily. We're talking more than 30 *million* page hits a week (probably more, that's an old stat). Think about that number for a second. That is not "gross inefficiency." That is a stupendously good use of people's money. And so yes, sorry to tell you a harsh truth, but if it weren't for them having a world class SysAdmin, the site long ago would have fallen over and died. Believe it. And that would've sucked.
Sorry, but you not liking the Search Function doesn't convince me you have any comprehension of how much work it takes to keep a site of this size running. The load balancing necessary, the numbers of servers, switches, the constant back-ups and replication of databases in realtime, the cloned configurations, the indexing, the many coders working on new features and branching and merging code lines, and the QA team testing before the push to production. Do you really think your money was being *wasted*? Because someone made a decision you didn't like?
I have seen something of the effort involved. Trust me when I tell you: these people are working very, very hard, for nothing in return. For absolutely nothing but to serve fandom. And they deserve my respect and thanks, at very least. I also give them my money, because they are my bookstore.
