idk, what's the argument for him being rapey? I haven't run into that idea yet.

Mostly I see a lot of people talking about how his BDSM scenes are SO safe-safe-consensual that it comes across a little bit like a PSA. Which, if that's true, means he's kind of the opposite of rapey.

(Note: I have not actually gotten around to watching his romance beyond the 'advisors walk in on you' scene.)

Ehh, in the context of the rest of their banter, I'd really hesitate to call that rapey. I mean, iirc at that point in their friendship Bull honestly thinks Dorian is trying to initiate kinky Magister/Qunari shit with him. It's not rapey to say "ooh yeah I'd fuck you so hard" to someone you legitimately believe is actively trying to have sex with you.

And idk about the first sex scene having not watched it, but "I know what you need" is a pretty stereotypical Dom thing. If you've entered into that kind of relationship with someone, you've probably already laid out some boundaries and know what to expect.
