To be fair, it was meant to be insulting, but not to any... IDK, group of people? But insulting to people who over-react to minor shit.

Is there a stereotype I don't know about?

I have usually seen it used against autistic people. But this might a culture thing? I know "spaz" is very innocuous in America, whereas across the pond, it's a slur.

"flappy hands" is something often associated with people on the autism spectrum (it can be a form of stimming) so they may have thought that you were calling people autistic in a demeaning way or something although I didn't jump to that conclusion
