In a world where basic human decency isn't a thing, yeah, you should be grateful for it.

Except it can be, and there are several characters who exist solely to prove that point.

"Thank you for meeting the very basic standards of how you treat a human being," shouldn't be a thing in any world, and I think you're missing the point of a lot of the series if you think the GoT world is one totally devoid of it.

What we consider to be "basic standards for how one should treat a human being" and what people from a totally different society would think about the same matter will, quite understandably, not be the same at all, though.

Human rights are a fairly recent invention, historically speaking, remember?

And I'm pretty sure that our descendents would probably consider us to be barbaric, too, since things like that are changing all the time.

"Human rights are a fairly recent invention, historically speaking, remember?"

Not as such. (Very) brief overview:

GoT (from what I can remember of reading the first two books ages ago) is kind of unrealistic/ahistorical in terms of the level of violence and general unpleasantness. Not to say that real life examples can't be found, but not as many and not as close together in space/time.

No. Human decency is rare in the King's Landing court, but Sansa grew up in Winterfell.
