A lot of the terrorist extremists target not only people they consider "infidels," but also their fellow Muslims who they don't think are radical enough (like that school in Pakistan recently.) If I was a Muslim living in a place that had just had some terrorists come rampaging through, I might be afraid that they'd come for me and my family if I made a big public speech about how evil they were.
