It really depends for me.

For some, like Steve Rogers, he has chemistry with almost EVERYONE -- Bucky, Peggy, Sam, Natasha, even Rumlow.

For others, like Katniss, I'm really attached to Peeta/Katniss. Not that Gale is bad, per say, but I could never invest in it because I preferred the dynamic with Peeta A LOT more.

It's more of a case by case basis for me.
