A false flag operation is where some group does something awful while pretending to be members of a group they oppose, in order to get people in society to hate them.

So, in the context of these attacks, it would be people saying that these attacks were organized by some kind of right-wing group or something in order to get people angry about Muslims.

There have actually been false-flag operations in history but at this point they're kind of a conspiracy theory that emerges about every bad thing that happens.
