do they explain everything almost a decade old? because that's what the op's asking here, wondering who sublime and karima are, and stuff.

It is completely possible that the OP had unrealistic expectations about how much detail she would be given right off the bat regarding everyone, about being told about things that came before but had no bearing to the book at hand, and/or mistook current mysteries for things that had already happened.

That said, something like Jubilee is a vampire should have been addressed in the beginning. (Not how she became one, because that's not relevant, though.) Most recent launches either explain powers on-panel early on or have a cast page that lists the characters' powers. I think the only new books I've read that didn't do that were Hickman's Avengers/New Avengers.
