Because it's pretty clear he's both the stronger choice and the more progressive one well before the ending cards, if you actually talk to him and to other people around Orzammar who have opinions. It's a choice between "yeah, this guy is an asshole, but he also has ideas that might turn life for anyone who isn't in a wealthy caste into something less of a living hell" and "this guy is slightly less of a personal-level asshole, but holy shit his politics suck".

A character who's both good and traditionalist (or naive, or just not really versed in politics) might jump on board Team Harrowmont by default, because yeah, he comes off as more pleasant, but there is plenty of room for a character who is both good and shrewd to jump on board Team Bhelen.
