The way I see it, it depends on how much independent research the Warden does. Do they go out and talk to the general citizens their thoughts? Do they investigate Dust Town? Doing that might result in them getting more of an idea of Belhen's position on giving the Casteless some rights. That in the end would be the deciding factor for a Good Warden - they decide to support Belhen because he will do something for the Casteless.

That's why Elenaria would, in my headcanon end up putting Belhen on the throne, even though she thought Harrowmont was a better person.
