uhh huh? They didn't seriously consider going for Korra and Asami until seasons 3 and 4. Season 1, they may have said they "shipped it" but it wasn't canon (Makkora was), and by season 2 they pretty much decided to veer away from romance completely.

and in season 3 and 4, there is a definite build-up. They are getting closer as people, then they start flirting, showing some kind of special relationship that doesn't include the guys, and then they finally have their moment at the finale. It's not a slam dunk "look we're soul mates let's kiss" (like Aang and Katara) but it does show that they care, they feel extremely close, and want to go away together, and that means something too. The romance wasn't explicit, and if the possibility never crossed your thoughts I think it could be easy to miss, but romance wasn't the focus on the show, and it's more subtle and mature, imo - which also lends to the characters being older and more mature, compared to the awkwardness of her romance with Mako.

it's a matter of opinion, of course, but I don't think the romance was presented terribly because I don't think it resolved into anything louder than it was built up to be.
