Ah what, PWP is pretty easy to define?

It's like, a sex scene. It can have a tiny bit of build-up (just a tiny bit) but the entire fic is pretty much just the sex scene. If it has plot and development, it's not PWP by definition.

I'd say if over 90% of the word count is dedicated to sex (including kinky foreplay, masturbation, sexy dreams, and even to some extent very sexual flirting) then it's PWP. Like any good porno, anything else might set the scene but it's not really about the scene.
