Secret Garden is pretty good (though there is some romance elements in it I suppose? Not as the main plot focus, but more a character who is still deeply in love with another character (who is dead before the plot starts but shows up as a ghost ... it makes more sense in context).

Joseph & etc., suggested by a different anon, has no romance but probably qualifies as funny.

JCS is pretty good for what you want though

Also, look into other-language versions of musicals. I like the German version of POTO way better than any English versions, ditto Cats; I also have a Japanese version of POTO that I can't understand more than a scattered word here and there. Romance or comedy may be more tolerable in translation (for languages you know), and it can be a way of getting the music of musicals without the content (for languages you don't).
