Pacific Overtures

A Chorus Line

Les Miserables (save for Cosette, Marius and Eponine, but they're really minor)

Cats (there's no romance in it, except for "Growltiger's Last Stand" and the girls swooning over Rum Tum Tugger, but it leans towards not having a plot, save for Grizabella's arc. It also has a few whimsical and comedy, so this may not be what you want, OP )

Joseph and the Amazing Technicolor Dreamcoat

Elisabeth (kinda has a romantic plot with Death stalking her, but other than that, nope. She doesn't even love her wuss of a husband and they have a breakup song called "Two Boats in the Night" or the original German title, "Boote in der Nacht".)

Chicago has no romance, the women in that show murdered all their lovers, haha! There's the thankless role of Roxie's husband, Amos, but he's so minor that he literally disappears (and has a song about it!)

1776

To a degree, Sunset Boulevard, but this is another show OP won't want because it contains a very crucial creepy romance (an older movie star and a young writer, plus there's the subplot with his best friend's girlfriend). The show's awesome though and I personally think it's one of Webber's best since "Phantom" and "Evita".
