Only for a very conservative definition of rioting that includes rowdy block parties. You really need to stop assuming that the police response to any given situation is going to be remotely proportionate to that situation.

I apologize for thinking that the Columbus PD is a well-run department. But having attended a #1 Party School, police response to our rowdy block parties was vastly different.

Yeah... I really don't like to toss around words like "jack-booted thugs," but sometimes they actually fit. I like this story about the CPD gassing the fuck out of a peaceful crowd after the championship: http://www.dispatch.com/content/stories/local/2015/01/20/complaints-about-police-handling-high-street-crowds.html.

Even the officers can't come up with a good justification beyond "there were more students outside than we expected." Note: these were not the kids who set the dumpsters on fire. No property damage, and the only violence here was inflicted by the cops.
