It was a big outdoor space, and a very big reservoir, and the dude was far from any of the edges (at least at first). Also, it was winter, which probably slowed things down.

If I recall, he was some poor bastard college student who probably got turned around one night after a few drinks (the place was VERY badly lit), slipped on the ice, fell in, and couldn't get out again. It was really sad.
