Definitely AJ's. What would have been a new game with a new cast ended up bogged down trying to fit Phoenix so previous fans would still come back, and all it really did was create loose ends regarding the character. Despite the game actually being about him and his revenge/law reformation quest, in a period of his life that isn't focused on those in the trilogy, people were upset with the way Phoenix was put in.

Tbf, DD's localization is carefully pitched as a Phoenix title, and he actually features fairly little. But hey apparently people love the hell out of half-assed cameos and characters who never change (peaaarrrl) just so you know they exist around Phoenix.
