Well, so then is literally any other country's humor. But when people say something like "I love British humor", does that not mean something?

Of course it does. Humor is subjective, it varies from person to person, but to imply that there is no cultural aspect to humor is inaccurate. This is not to say that all British humor is homogeneous, just that there are themes and similarities that distinguish it from, say, American humor.
