Sam!Cap is a much better choice in MCU imo. I hope they don't kill Cap at all, even temporarily, but if they're going to do it, I hope the Sam!Cap in the comics thing was them putting out feelers for possibly doing it later in the MCU.

Bucky is just a flat character in the films. He's got like two character traits in CA1, and IN CA2 he's basically blank (well for obvious reasons, but he's not fleshed out enough in CA1 to be much more than a plot device/character device for Steve in the second film).

Sam is established as being so damn good for Steve. At this point I think the only pairings I could get into for Steve would be Natasha or Sam. I don't want Steve in a relationship that has a fuckton of baggage, and that would 100% be Bucky.

As for Bucktasha, I don't think the backstory for it exists in MCU? I think Natasha is only as old as she looks.
