A year and a half after the events of The Winter Soldier, Steve's been acting recklessly. Bucky deals with it as best he can.

Maybe Steve has to pose as the Winter Soldier in the shadows for some mission, maybe he gets curious about recovered!Bucky's old gear and tries it on for size, but however it happens, I'd like to see Bucky super turned on by it.
