I'd say it's more of an action vs feeling dichotomy.

You can't help falling in love or being attracted to someone.

But if you make out with then or have sex with them, you're making a choice -- you're acting on those feelings.

I think that's why it feels more wrong to some. Because we understand that we can't always control who we fall in love with, but we can control how we act on those emotions.

Well, that and pragmatic reasons: even if Sharon were to fall in love with Steve and be attracted to him, the audience won't know that unless she acts on it or flat out tells him (since this is a movie and not a book).
