Back in season two, it always seemed like Rumple was trying to be a "good person" because that's what would get him Belle whereas Regina genuinely wanted to change. Also at least in regards to their backstory, Regina was a victim manipulated into her evil path (of course, she's completely responsible for her actions after that). Even after her mother killed Daniel, all she wanted to do was escape and start over again somewhere else, but Rumple dragged her back into evil magic drama.
Whereas Rumple was always sort of a coward and - granted he wanted power to protect his son - but he also wanted power for power's sake? And then when Bae offered him a way out, to go to a new land together, Rumple was too scared/too attached to the Dark One to follow.
Of course, there have been two seasons between now and then and I have no idea what's happened as well as the actual execution.
