Another vote for taking the transfer and job-hunting in the meantime. This depends somewhat on area, but it's becoming more common for employers to dismiss your resume if you're currently unemployed, which is a horrible Catch-22. Especially so if she's relying on her employer's word for not fighting unemployment; I have known more than one person whose employer promised that, but the company/HR dept went over the boss's head and fought (and won, leaving them w/o unemployment and often ending up in an even shittier position due to needing ANY job ASAP). Especially if she's working in a situation where her case would be weighed against, she really needs to do what she can to protect herself.
