Originally, it was because she was 17 and writing her own music. The country music scene eats that stuff up with a spoon, and the 8th grade poetry actually sounded sincere when it was coming out of a teenager's mouth.

Good marketing, the innate cliquishness of her target demographic, and the fact that she's avoided the kind of embarrassing scandals that tend to knock teen divas off their pedestals have made it stick. Also, she does seem to genuinely care for her fanbase, which counts for a lot.

A good PR team can make a mediocre musician into a superstar. Such is the way of pop.
