No, it's just unusual. I'd expect it to be Hashigawa.

I don't know the character, but if she's Japanese-American the older romanisation is pretty common, as that's how their ancestors romanised their names on arrival in the US. If her family got to the US post-1960 or so, I'd expect Hashigawa.
