I feel like that it's a fair interpretation of the film though.

Sure they could have, but given that the film never shows us these things, I think it's fair enough that some people might think that that kiss was their first and only.

I personally think it's sort of implied by how Peggy says when it's all over they'll go dancing and then Steve has to cancel their date (and still doesn't know how to dance) because...well...you know.

So, sure there's room in the timeline for them to have gone on dates and been intimate and stuff. But I think it's a fair reading that they didn't too. The ending of the film really gives me that impression, personally.

They'd intended to, but never got the chance.

Not to say that that's the only option of course.

It's fair interpretation, but it wasn't really worded that way. You just said it 'was'.

Right. Sorry, should have been more clear on that.

I was more replaying to your question here: "I'm not sure why people think Peggy and Steve were an 'almost'? "

By showing how, in some people's perspective, it really was more of an "almost" than anything else -- they had mutual feelings but to some people, it definitely seems like they were waiting for the war to be over before becoming an item.
