Should I
a) re-read the Harry Potter books? OR
b) re-watch the movies? OR
c)a&b

If a) should I:

1)use the library?
2) re buy copies (I lent them out to people when I had them, never got mine back, it was so long ago, I really wouldn't know where to start)
3) buy a pdf/phone readable book version?

Thanks. Doing it to see if I really did identify with Hermione and in order to keep the canon fresh, as I'm writing for the fandom fr the first time.

I would say reread the books. The books are just so much better than the movies. Yes, it'll be time consuming, but the movies are just... so weak. Maybe rewatch them after if you're really, really feeling it, but...

And for the second one, it's hard to say, since I don't know the hassle involved in using the library for you, or how much it would cost you practically speaking. But for me I'd like to have copies on hand.
