I think Loki's actions in both movies follow on quite sensibly from each other. He's just calmed down slightly from the complete hysteria and suicidal despair of the ending of Thor into the seemingly calmer bitter/crazily jealous/delusional state he was in earlier in the movie. His arguments might appear to be contraditory (I didn't want to be king but now I'm going to be king) but they come from exactly the same motivation. As for what happened to him what I got from the movie alone was that he was presumably picked up by the aliens (or just landed there) and they convinced him into thinking they had common ground, possibly with a few shows of what would happen if he didn't agree, given that Loki seems to be secretly quite frightened of them.
