That really depends on the bathroom, doesn't it? I've been to many that have hydraulics like that, but others don't. Sometimes the flushing is just so weak it barely works - I doubt a spray is raised in the air several feet up and around.

Toilets generally don't work via hydraulics, though. The flush mechanism works by gravity, with the force of the water from the tank flushing the bowl and yes, even toilets with what seems like a weak flush is going to send up a spray. The water particles are quite small, which is what allows them to be widely broadcast. Think of it this way, a human sneeze can broadcast a spray of saliva and mucus more than 15 ft. away. Water vapor travels much further than you think, which is why it's a good idea to close the toilet lid before you flush.
