Looking at an apartment right now. It seems like a decent enough building, the location is great in terms of commute, and it's quite cheap for the area.

Main downside is that the street it's on is super shady. And it's below ground level - still gets natural light but it's definitely a basement.

So what would you guys do?

The combination of bad neighborhood + basement apartment makes it a dealbreaker for me, to be honest.

The street is shady how? Is the neighborhood shady or just the street? Is the building secure?

Can't help you with the basement thing. Never been to one of those.

The neighborhood is a bit rough but livable. But the street has some kind of single occupancy hotel /flop house on it so it's shadier. But the building itself seems secure.

Go back and visit it at night. See how busy it is, if it's well-lit, if anyone shady hangs around. If you can't feel safe walking around the neighbourhood or doing your laundry, you're not going to be very happy there.
Talk to neighbours if you can, ask them if they've had any issues.

I've lived in some places that I don't really want to go into detail about.
Try not to live near junkies. Don't worry too much about legal brothels.

Is the street close to safe areas or is it literally in the middle of a bad area? My city is often different from block to block but things that are on the edge of the bad area often aren't as bad.

It really depends on you though, I've had friends live in bad areas and never have a problem. I've lived on like... the border of shady neighborhoods (but still in a good building) and not had an issue. But some people can't deal and living in these areas makes them anxious.

Check it out at night, and if it is liveable then take it. Then set your monthly budget as if you were paying rent at the non-shady streets and the difference between that and your rent you put in a savings account for a couple of years and use it to get a better place.
