Have you seen The Knick? Set in Victorian era New York. It somehow manages to feature black characters despite there being even less black characters in the city during that era according to your stats. It also manages to feature a black surgeon working at a "white" hospital.

It does this without sacrificing historical accuracy.

I'm sick of the excuse 'it's not historically accurate'.

Just because the majority of a race in a time were in certain areas and professions that doesn't mean there weren't exceptions and that we shouldn't make stories about those exceptions.

Would it be silly to have the majority of a 40s government agency be POC? Of course. But it's not ridiculous to think an agency that is looking for exceptional people might have found one or two POC that defied the odds enough to work there.
