Yep, pretty much. It hurts, but what's clear to me after reading your comment is that he and the potential relationship meant more to you than you meant to him. It's not that he dislikes you, it's just that he doesn't actually want a relationship to the extent that you do. Don't wait around for guys like this, because it's not so much being "indecisive" as it is him not really wanting to come out and admit how he feels, i.e. into you a little bit but not 100%. You'll save yourself a lot of grief.
